RE: Stray Cats any City USA

Dear Neighbor,

These animals are homeless, have no where to go and they are God's creatures. None of these cats were ever residents in our home. We have cats that are spayed and remain inside. If you want to point the finger, point it at the people who adopt these animals then put them out on the street. Most people take care of their pets as a part of their family.

When knowledgeable people could no longer care for their animals they gave them away. If the animal was ill they took it to a vet. They certainly did not put them out on the street. If the vet bill was beyond their means then they surrendered the animal for euthanasia.

If you would like to be a part of the solution, first encourage neighbors to stop putting these animals on the street. Secondly, ask around and see if anyone is really interested in caring for a new pet that needs a home. These animals want to be in a warm home with love. Training an animal is not difficult. You do not need to be abusive. It is not as time consuming as you may think.

In summary, the more you seem to curse us for giving them water, warm milk or food the more God seems to bless us. I do not want to see them starve as many are just trying to find their way back home. I hope that you never lose your home like these animals. It may be difficult for you to locate a compassionate solution for yourself a place to stay, food to eat or anyone to help you along your way!

IDENTITY THEFT
“A Family Divided.”

This feature is dedicated in honor of my Father and Grandmother. We made amends before they died. The Holidays were my Grandmothers favorite time of year. Everywhere I go, Christmas music is playing. I hope this feature helps you as a parent, family member, or friend. Each situation is very long and detailed. I am trying to let go, let God and share with my readers. The damage of identity theft in the past effects our family now still divided. Happy Holidays.....

The holiday shopping season has begun. Efficiency forced many people to change their monetary fund and that includes “identity theft”. Most are stretched to the limit for the average “Disadvantaged American” ™. People are trying to find ways to pay for everything and that is how families divide. Companies are still in the red and scrambling for survival. We are not the banks, monopolies, or auto industry therefore that form of bail out is not coming. ALL elections count so vote each time!!

Sunday school groups are trying to justify a resource less Christmas for the children. Many teach being thankful for what you have. How can you tell some children that with no utilities in their home to be thankful. The ones living in cars are not that thankful either. These children are frustrated they do not want to go to church or school. Have you talk to a few different children outside your home lately? Christmas, is not about video games when they have no electricity to play them. Pray for all those with out electricity!!

The children are the reason people embark on identity theft. When children come in from school they expect family, TV, heat, hot water, food, and clean clothes the basics. You can not take a shower without water. To have a hot shower you may need gas, propane, electric, oil or other services. Parents are coming up with all types of ways to survive and unfortunately identity theft is one of the ways. Pray for all of those without water, gas, propane, oil, and fire wood.

My identification was taken years ago that led to theft. You move forward with living, working and you do not need your college id. Each person is different. You might visit a family member and set your purse down. At work, you go to the rest room and forget to lock your desk. Giving out to much information over cordless telephones. In other cases, the trash is searched when you do not destroy your paperwork. Everything is not obtained on the Internet therefore be very careful.

The discovery in our family situation happened to be my Grandmother. She opened a bill with charges on the bill she did not make. Please remember things are not always what they seem. Meanwhile, an investigation gets under way. She discovers the charges were made in my name. A family discussion without me was planned. It is easy to spread gossip but retractions are difficult. They discussed all the reasons they believed I made these wrong choices. Illegal substances of course was at the top of their conversation.

I was alienated from my family for a time. The family was divided and I did not know why. A few months past and other bills arrive. New charges are beginning to surface in different department stores and bank accounts. Until this day, I can say that I never used a prickle, snorted or smoke-cured any white powdered or unknown substances.

The plot thickens and a family member was arrested. It was a robbery. That persons illegal issues came to light. Next, I was accused of stealing at work, for the first time by any employer in my nine year employment career at that point. The investigation for my Grandmother surfaced at a management meeting effecting my job. Since I was kept out of the loop, I was still clue-less. Grandmother refused to press charges because my name was involved.

While the incarcerated person was away, the room was searched. There they found my college identification with a different persons picture in it. The family who cursed me and alienated me quick to spread gossip but slow to vindication got quiet. By the time that I had some of the facts the statute of limitations had ended. I was at work fifty hours a week in Management. Drug test were done randomly. Unfortunately, that was the do as I say do, not as I do era. That is why Grandmother had no interest in speaking with me. She talked at me.

People are desperate these days. Family can execute more damage with identity theft then strangers. Identity theft has grown and became more advanced since the eighties. The system tells you to watch your credit reports. In our case that did not matter. The damages were not effecting my credit report they were on my grandmothers. The debt incurred in my name still had to be paid. One credit card damage was not paid in full until 2003, from 1985. Investigate, research and talk to each other to discover the truth. I will continue to pray for the thieves who changed my life. They are both married to different people and “saved”! God was never lost, but I am happy they found Him. Merry Christmas.

WINTER HEATING, 2008/2009
Safety First

Have you prepared for this winter? Have you upgraded your heating or electrical system? If you have not upgraded your systems, please do so now. People are turning to alternate methods of heating. Gas heat can be very expensive. Oil heating can also be difficult to pay and balance the budget as well. Think very carefully and research all of your options before you purchase. Our faithful followers are Senior Citizens in Philadelphia row homes. Last week, I accompanied a few of them while exploring alternative heating options.

When purchasing electronic heating options we suggest surge protectors. Many listened while others were opposed at purchasing surge protectors for an additional cost. Surge protectors may save your life. Many small electric heaters were 1500 watts. Research shows that 1500 watts requires the use of a 15 amp branch circuit. Many people take their electric heaters home, plug them in, and there are no complications. Those are the homes with proper electrical upgrades.

Unfortunately, everyone is not always that blessed. Kerosene heaters can save you money and can be very dangerous. Therefore, all alternate heaters have specific instructions please read the instructions very carefully. If you are not sure consult an Electrician, Carpenter or other professional. One home surprised us. They have a specific area for their Kerosene heaters. The area is supported with a non flammable material at the base and has tip resistant protection. Fireplaces are nice and require seasonal cleaning and proper ventilation.

Actual incidence this October 2008: in one residence the property lost complete power after connecting small one room electric heaters. There were no surge protectors involved with that situation. In a different residence the property lost power on one 15 amp branch circuit. The heater was disconnected and the power turned off. The surge protector was destroyed and needed to be replaced. These home owners were fortunate to have circuit breakers and surge protectors. The end result is a fire in other cases. Please be careful with your alternate heating methods and take the time to research.

Election Comment

We look forward to November 5, 2008 so we all can move forward. I will say what is on the mind of many Americans who normally vote. I am tired of people knocking on my door, calling on the phone, email, snail mail all wanting to know how I plan to vote. There are many important elections: Governor, Mayor, Senate, Judges, Ward Leaders and so on. The money the Candidates have spent mud slinging could have fed thousands of homeless women and children. The Candidates could have gotten free press with the proper planning. Did anyone see Brewsters Millions (1985) with Richard Prior? Do you remember how he ran for office in that movie?! Now, I really understand!!!

2/1/08 ~ Natural Disaster How many people understand that Katrina was a natural disaster? How many people realize that other national disasters are upon us and one will hit earth this month or next? Over one million people were left homeless after Katrina. Many prayers went out to the 40,000 National Guard and active-duty soldiers deployed to the Katrina aftermath. These Professionals with local Police, Fire and other rescue workers must be prepared for exposure to hazardous materials, injuries, casualties and infectious disease. Proper clothing must be worn. Our concern is post traumatic stress disorders.  These people may not be fully prepared for what they are witnessing.
 
There are many questions that could be asked. What would you have done differently if you were in that community? How many people evacuated with room in their vehicles for another person? What was the population ratio prior to the storm? The announcement  for the evacuation was made on August 28, 2005 for Katrina. Will we have a warning for the next disaster?   
 
Are you tired of the "Elected Official" finger pointing yet? The City Officials point their fingers at the State. The State points their fingers at the Government. Congress will point at the Senate and they will point back. Everyone points the finger at someone for something. The National Weather Service issued warnings about Katrina and dopplar radar showed her size. Shifting the blame is not the solution for the problem. The Survivors of the crash or other disasters will need help. 
 
How helpful would insurance be with a situation like this? In the past few months I have written about insurance and the "Disadvantaged Americans" below. Many people wrote to me very angry and said that we did not have that many "Disadvantaged Americans" in this country.  Question, if we do not have that many "Disadvantaged Americans" why did so many people get left behind during Katrina? STUDENT ACCIDENT - Four plans to choose from, covering all registered students staff and administrative personnel whose names are on file with the policyholder and for whom premium has been paid. Staff Coverage - Benefits for staff members are optional. Rates are the same as student rates. All coverage is Secondary to Worker's Compensation, 100% participation is required - all staff must participate if one member opts for coverage. When Are They Covered:
1. Within a school building or on school grounds.
2. While participating in or attending an activity, when sponsored and supervised by the school.
3. While traveling directly and uninterruptedly to and from school and residence for regular sessions; 
School and residence for lunch; and school sponsored activities in a vehicle designated by the school when supervised by a school appointed adult.  Protection for Parochial Schools includes Religious Services and travel connected therewith.

DAY CARE & PRE-SCHOOLS - Two plans to choose from, covering pre through 8th grade. Covers all registered students whose names are on file with the policyholder and for whom premium has been paid. Updated Jan 20, 2008 from October 5, 2005 PGW ~ Philadelphia Gas Works 
is consistently increasing the usage rates for the inner city Philadelphia residents. PGW is trying to meet the same operating expenses with fewer people in the city of Philadelphia.  His Honorable Mayor Street pardoned PGW of the taxes due to the city for a delayed amount of time to allow the company to restructure. The pardoned taxes are payable 2008. Has Philadelphia Gas Works restructured? How much will our bills increase for 2009 to accommodate the pardoned taxes? Does the city of Philadelphia have the power to order a Systems Analysis Team to review the PGW? What will PGW do to meet their financial obligations to the city of Philadelphia in 2008?

PGW is prepared to shut off the city of Philadelphia to meet their operating expenses. The PGW trucks have been all over Philadelphia disconnecting our neighbors. How secure is your budge plan with the 26% expected increase? Several Senior Residents we spoke with had difficulty meeting last year’s budget rates. Philadelphia does have elderly persons who made a good living and are capable of covering the rising cost. Property owners are required to have heating services on October 15 for their occupants. In 2003, many Senior Citizens sold their homes. These Senior Citizens could not continue to meet the increasing cost of living in Philadelphia. Our neighborhood suffered the lost of many anchors to the foundation of our area. Several are in affordable retirement communities because they are easier to maintain.

Living in a cold northeast climate, you learn to prepare for the worst winters. Philadelphia has experienced ice storms, thirty inches of snow, and many days with below freezing temperatures. Many retail chains have Columbus Day sales featuring household items. New bedding, drapes, and throws provide warmth and beauty to the fall and winter atmosphere. Our family Elders did not believe in plastic. Fall preparations included new window treatments, holiday planning, and winter gifts.

Last spring we searched for good drapes at reasonable prices. During the month of September, we prepared our windows for the winter. My personal goal is to have all window treatments in our home complete by October 1. Now, I can focus on helping others. With our drapes hanging, today I will donate the old ones to charity. It is not too late for you to assist other Philadelphia residents. We are asking you to donate any unused drapes to St. Vincent Thrift Stores and Good Will. This is a keep warm drive. Many people are not able to afford new drapes. Charity begins at home. If you know of people in need of drapes inform them to visit those chains as well. The Salvation Army and Red Cross are helping the hurricane victims. Please continue your support. For our out of town guest please cultivate the same idea in your city.

Pennsylvania Weatherization Assistance Program
In order to qualify for this benefit program, you must be a resident of the State of Pennsylvania. The Pennsylvania's Weatherization Assistance Program is designed to help low-income residents save fuel and money, while increasing the comfort of their homes. Households with a high-energy burden may need your assistance in order to conserve needed energy. You can aid those persons with blankets, caulk, drapes, throw covers, plastic and a hot pot of soup. Many states have similar programs.

If you do not qualify for this program ask a neighbor, parishioner, or family member to assist you with insulating your home. If you are in good health, you could donate your time because many people are unable to complete this project for health reasons. Philadelphia does have residents who make substantial incomes who need assistance. Families with small children, disabled persons, and single Senior Citizens can use an extra hand for the insulation process.

Update 12/1/07 Identity theft is on the rise. The Social Security number is attached to everything: medical records, banking business transactions, utilities, telephones and credit cards. The last four digits are required in many ways. ID theft should have been included with the Homeland Security questions.

July 15, 2005 Insurance Part 5 "Healthcare" Health Insurance has drastically changed. Senior Citizens have experienced many changes with their health care coverage. Many of our seniors can not afford the medications that are prescribed for them. In December of 2003, President Bush signed legislation that will make prescription drug coverage available to 40 million seniors and people with disabilities through Medicare. The new benefit will become available in January of 2006. Until that benefit becomes available you should begin the application process, visit your local healthcare center, and sing up for a discount prescription card.

The Kaiser Family Foundation researched the healthcare industry cost in 2002. Expenditures in the United States increased 87% on health care since 1990. The 1.3 trillion in National Health Expenditures in 2000 is 13.2% of the Gross Domestic Product. The NHE is expected to increase another $290 billion over the next 9 years. Yet, patients continue to lose their rights. If you need rehabilitation where will your healthcare provider permit you to go? Do you know all of your Doctors affiliations?

President Bush believes more must be done to provide greater access to affordable health care. Senators Susan Collins (R-ME) and Mary Landrieu (D-LA) introduced 3 separate bills to provide a tax credit for small business to purchase health insurance: S.2042 and S.674 in the 107th Congress and S.100 in the 108th Congress. The Health Insurance tax credit has been set in place for workers who have lost their jobs to international trade. Why are there so many people underinsured?

Health care centers provide examinations, treatment, and medications. These centers are not capable of providing rehabilitation, therapy, or hospitalization. The health care center provides a bandage for an exploding system. To accommodate more people with preventative measures The President plans to build an additional 1200 Community Healthcare centers to accommodate an extra 6.1 million people. The Social Security number is the new medical tracking device. This procedure is utilized to reduce healthcare cost, duplication, preventable medical errors, and evaluate the health care system. Health information technology theft will be a future feature.

The medical liability system is fixed on malpractice claims. To eliminate predictable claims the DNR (Do NOT Resuscitate) entered the health care system. Comatose Patients lose their rights without official Living Wills based on their healthcare history. The next of kin is forced to make that decision as to weather that patient should be resuscitated. When you select an insurance provider, Primary care Physician, and a Dentist, you must learn your limitations. Will your Doctor recommend a DNR to a hospital? Will your healthcare provider pay for extended care? How long is your hospital visit protected? Will you be able to transfer to another medical facility? Do you have a Financial Power of Attorney? Will you have a place to live if you leave the hospital?

Update 2/22/06 1.3 million Seniors have signed up for the new healthcare insurance program. While there are 8 million who qualify.

June 14, 2005 Insurance, Part 4 "You are alone" In the past, a very dear friend lost her husband. She was a widow at a very ripe age of 25 with two small children. Her husband earned nearly $85,000.00 per year. They were comfortable and she worked. After his death, they lost their home because she could not maintain everything on her income. She had insurance and it was not enough. Today, we call that underinsured. She remains in my prayers and I grew from her experience. Additional insurance would have protected that family. Many people who feel comfortable are not worried about the future. The what if, scares me. I pray, but I have insurance. We have learned in our generation underinsured, then not insured at all.

The Insurance Industry is a multi-billion dollar business. Life, auto, health, homeowners, casualty, business, accidental death, extended care, dental and liability insurance represent one part of the big picture. When insurance is involved, the law is involved. Senior Citizens in this country set the pace for our generation. Our Grandparents insured everything. The amounts of coverage are not provisional today but they set the foundation for our insurance growth. You need insurance or you will really suffer.

You get what you pay for is exactly right. The policy savings and television commercials may sound great, but they may not be right for you. The Underinsured American learns the hard way. Many are blessed, to have enough insurance, secured incomes, and downfalls are out of site. Many people see things differently. You can be up one year and down the next. When I communicate with the Legislators, I sign all of my correspondence Disadvantaged American. I have written to every legislator in my state involved with the Insurance Industry. The laws need to change to protect the Underinsured Americans. The Elected Officials are in appointments with tax dollars.

After an accident, you would think that someone would be concerned about you. That is all determined according to your Declaration page of your automobile insurance policy. The Disadvantaged American is in a different category. The auto insurance premiums at best may have been difficult to maintain. You have to budget. There are economic choices to make. Homeowners contend with mortgages, homeowners insurance, real estate taxes, utility bills, child-care, and other routine expenses. Single parents are yet a different category facing the same tribulations. Each situation is different. When I questioned people about their automobile insurance, I received a list of compilations.

New car purchasers are required to have full coverage. To save money many we spoke with have selected the limited tort option. The car owners with older vehicles that have never been in an accident generally select no fault. Everyone who has ever been in an accident has increased bodily injury limits of liability options and property damage. Those who were previously injured have extraordinary medical benefits coverage for additional medical premiums then those not injured. Some states are no fault states. Learning the values of uninsured and underinsured motorist will assist when selecting your insurance coverage. Your health and well being over all should be your only concern. The Disadvantaged American has to consider the financial picture in order to choose. Throughout this Insurance series, there are links to other web sites to assist you with the planning and preparations to make the right choices.

A fire, accident, illness and lose of income will change your life. You have rights. You may be alone but there is help when you know where to look. Keep in mind, your incident represents income to someone else. When an income is generated from your misfortune and your insurance is paying the cost you are paying the price. Make sure that you get what you paid for. With insurance, you prepay for those services. The paycheck, they collect is their motivation. You make sure that they earn it. Investigate and share the information that you find. The statute of limitations changed. Each situation will be different. You must know how much time you have to work with. The State will put in place different laws. Research and communications will open doors for you. You are alone once you open a new door. May 17, 2005 Insurance Part 3, " The Never Ending Story" by P. Dabney  Many people have written to us concerning the insurance matters. "So much I would like to say, so little I am able." Insurance is a topic we can talk about for weeks to come. The more information I gather, the more research we accomplish, insurance a very dislikable situation. Many of our Readers have experienced different things. Automobile accidents will change your life. The only way the Insurance Laws will change is through direct communication. The more people speak out the more accomplishments will be made.

People are afraid of the consequences of speaking out. God will manage any form of retaliation. When you do not address a situation, it will effect someone whom you love. After the accident, I spoke with family, friends, and neighbors. You will not be able to imagine how many people were mistreated: by the insurance laws, CCC loss recovery method, police departments, and legal aid advisors. Everyone remained silent and did not say anything for fear they would be alone. We have heard from people in various parts of this country. You are not alone. The first complaint establishes a file. The second complaint prompts careful monitoring. All of the following complaints start the investigations. Speak up and speak out!

The first thing to do is to locate your Elected Officials Congressional and Senatorial Leaders who are on the sub-committee for Insurance in your State. Furthermore, you have a Deputy Attorney General in your state assigned to insurance complaints. Once you locate everyone, you write your concerns to each one. Keep copies of all letters that you mail out, when, where and how. Distribute the information to the others in your State who need it. The more information they receive the more likely they are to do something about it. Please, visit the Communications page on this site for links to legislative web sites.

Many Philadelphia residents travel to the surrounding areas to shop. During those shopping tours motorist have incurred accidents, speed traps, moving violations, and parking tickets. In all fairness, tickets within reason are understandable. What can you do when your tickets are unfairly written? You have options with bias incidents. The police are not above the law. Lodge an internal complaint of the police department in question. The United States Attorney’s Office and FBI has jurisdiction over allegations of police misconduct. You may contact the regional office for your location.

If you are a victim of racially motivated police activity, you will need to contact a different group. The Human Relations Commission in your state will assist you with allegations if anyone has acted with prejudice and discrimination. HRC can not assist you if arrest were made or enforcing the law. Many minorities have complained of excessive suburban police situations. When the police feel they acted to enforce the law you will need to direct your complaint to the Justice Department.

Philadelphia Mayor Street has received some very unfavorable listings. The outcome of the recent court hearings has been very difficult for Philadelphia as a hole. Mayor Street planned when he negotiated the suburban businesses moving into the heart of Philadelphia. His offices listened to the complaints and structured a shopping agenda to keep Philadelphia residents shopping in Philadelphia. The Philadelphia residence can support the city by shopping here. South Columbus Boulevard is vibrant with noticeable venues: Ikea, Loews, Home Depot, Wal-Mart, Super Fresh, Pier One Imports, Best Buys, A C Moore, and many Restaurants just to name a few. The shopping district is convenient to the bridges and expressways. Center City is vibrant with entertainment, boutiques, shops, and other venues.

When I approach the Philadelphia City Limits now, we joke and make a bong sound. Bong, bong, bong, time, to turn around. Philadelphia, could be "The City of Brotherly Love", if we stay in it and protect it. God Bless our Mayor and other Philadelphia Officials. May 2, 2005 "So much I would like to say"…  By P. Dabney          An old friend sent me a card that said, "So much I would like to say and so little I am able". The words on that card are so true. I would like to discuss the laws, but we can not. You can not talk about sports or religion either. When you write you will always have someone who agrees and someone who disagrees. You will have peopled who challenge your work in a civilized manner while others will be down right threatening. I love to communicate. Writing is the greatest form of communication. You can say what you mean and have proof of what you say. People will try to put words in your mouth. With written communication you have confirmation of a date and whom you addressed it to. You can record when it was mailed and how it was sent. In business, I prefer to write, get signatures, and keep copies.

Business, sports, politics, religion, and sex are very difficult conversations to have with anyone. Not everyone will be able to communicate on the same level. Many people will have a lot to say, but they will not be able to say it. The stern will be for or against something with no objective and much opposition. You win or you lose. You can be right and still will find the undivided. When you pick the wrong one: team, candidate, church or person you can change your mind. You will have to live with the outcome either good or bad. No matter what, elections are every four years, players change, and people come and go. You can change your options and opinions. The majority of churches teach from the same few books. If you can read, you can take your time to learn. Learning is a choice. So take the time and learn for your own understanding.

Life is all about choice. When you make the right choices you feel good, happy, hopeful and confident. When you make a choice that does not make you feel good it can hurt. For example, when people marry the right person for them but the wrong person for the family, it is not a good feeling. You can work to make changes for the greater good. It may take years to make changes to the situation. Some people change while others remain the same. You have different levels of growth and maturity. Selecting a mate will make you feel good but could destroy your family. A family divided is very difficult to maintain. Family choices can cost you. "So much I want to say and so little I am able". Life has its consequences. Life is too short to hold on to the past. Let go and let God help you make a change.

I have received so much email, thank you. I spent a few hours heavily medicated answering messages. The accident has brought about many changes in my life. Different laws have changed. My goal is to take one thing at a time. Many of the people I once respected have had to do with the changes of laws that have effected me. "So much I want to say and so little I am able". Did you know that in Pennsylvania if an accident occurred and your passenger owns a car with his or her own insurance company that their company has to pay for their damages? I was surprised. My insurance did not protect my passenger. My passenger had nothing to do with the accident. Passenger: the person riding in a car. Who went to sleep and thought that one up? Well I thought a great deal about Bill Cosby while recuperating. He is respected in the community. I prayed for him and his family. The only thing that changed is he announced his political agenda. Politics a dangerous sport. Now, women are coming out of the woodwork saying he grouped them. The financial situation is so devastating that people are looking to make a quick dollar from a pinch. "So much I want to say and so little I am able". Many readers sent several messages, "Big Brother is watching". I know that and I try to be careful what I say and how I say it. When foundations of the community speak out and then find themselves in uncomfortable situations you know that I do not stand a chance. I take those messages as warnings. God knows that I have seen the best and the worst fall. I have to make changes again to my features. Writing publicly can be very dangerous. "So much I want to say and so little I am able".

Sports’ writing is the most interesting to me. This is not a major news source so the Players snub their noses at us when we tried to obtain interviews. I am blessed with a few small ones. We were able to get a few exclusives and a few executives felt threatened by my small number of readers. We have been receiving fewer invitations consequently. The exclusives were to generate traffic for Party Eloquence, Single Excursion, and Raymond’s Express not to offend anyone. Our traffic purchases: flowers, travel or a watch and help to pay our fees. We enjoy being special too. "So much I want to say and so little I am able".

God is good. I over came a fire bombing next door to our home in 2000. I survived two near fatal car accidents: 1992 & 2005. A jealous co-worker cut my brake line in 1995. A miracle saved me prior to getting on the expressway. Thank God, I lived through that too. I keep my Bibles handy. I will say what I can while I am able to do so.

Pennsylvania Insurance Information

4/17/05 Insurance Part 2 "Waiting for tags = The New Philadelphia Insurance"  By P. Dabney

Pennsylvania, drivers to fast and too furious. How do we allow the Legislators to make such a mockery of the insurance rules laws and guidelines? Please take a moment to locate the Insurance laws for your state. Once you read the law, you will want to change the laws. The more laws I read. The more I wanted to change the laws. I am very selective with the voting process. If you are in an automobile accident locate an attorney quickly. No matter what the circumstances are, you will need representation. Your life can change in an instant. One minute you have a car and the next you do not. You will ask yourself, why did I pay for insurance. My Doctor is the best. He prescribed medications to take care of my internal injuries. He is taking care of us. He was not concerned with the events, just our well being. His staff is the only thing positive about this accident. We will be in therapy for the next four to five months.

Paying for insurance: Those who pay for insurance make themselves a target. You are not ready when an accident happens. My Insurance Company was the first one to assault me wildly without any lubrication. She was so polite. Then they embezzled money fabricating previous damages to the car. The Appraiser was cruel. They depreciated my car. My car was a 1998 with 61,000 miles on it. The premiums I paid did not cover my passenger, either. My car is a loss. The insurance company did not go after the people who rear ended us. We were hit very hard. My passenger was crying. The impact knocked my hat off my head. With the adjustment I am left with I will be lucky if I can purchase a new bicycle. There was another person traveling in my car with me. I paid insurance coverage to protect any passengers. The law states that if a passenger has their own auto insurance, their insurance will pay for their medical. The other person was not driving. How did the insurance companies allow this? Insurance Companies should not want to pay if their client had nothing to do with the accident.

The day of the incident, we were out to purchase chair covers not sell my car. When you are preparing to sell a car, you will detail it. I did not know that after the accident I needed to get it washed and waxed. First, I chose the wrong attorney. I went to my Father’s lawyer and my situation was not profitable enough for him. I wrote a letter to the Bar Association about that. Next, I chose another and he has a very passive attitude due to his busy schedule. His over worked assistant guides things. The lawyer was waiting for signed documents from me and she sent them to someone else. I received another person’s documents also in an envelope with my name on it. A qualified legal assistant is not supposed to make those types of mistakes because of the Lawyer – Client confidentiality rule. Too much work can prompt mistakes.

Waiting for tags: the other Philadelphia Insurance program. There are more and more signs all over the city. If you do not have the money to pay for insurance, you put a sign in the window and park your car. You drive the car at night or early in the morning and park it back in the same place. You are not subject to any fines, penalties, repossession and your car is safe. We were going shopping to spend money and increase the economy. Next time I will order from a catalog. I should have saved my insurance money. I could have put a sign in my window too, "Waiting for tags". I should have put my plate in the trunk. The price you pay for honesty.

3/16/05 Insurance Part 1 "Insurance Laws & Disadvantaged Americans"   by P. Dabney

Update: April 20, 2005; President George W. Bush signed the MBNA bill (Disadvantaged Americans) mentioned below. Neighborhoods across America will need to prepare for self defense. The bill will be in effect in 6 months. I have upgraded my security system. Many of you will need to do the same.  Do not forget the sky light. Our alarm system saved us there too.  

Please read this feature with a different agenda. Many events have come to light. While the average Spiritual person prepares for Easter the Legislators were very busy before the vacation days. The Legislative Assembly Members are in Washington. When you visit the Congress on line you will need to enter your zip code. If your Congressional Leaders are unknown to you this will assist you with who they are in your City. You will need to contact your legislators on a variety of issues. Remember, you are not bothering them. Our tax dollars are paying for their time and services. 

The new term for disadvantaged should apply to the working class who earn less then $100,000.00 per year. These people are considered a pauper by many of the rich millionaires and wealthy billionaires. Race, creed and color have nothing to do with this at all. Yes, I have heard the term used because my previous employer called a man who was worth 7 million a pauper. The disadvantage who are considered poverty level can earn up to $30,000.00 and qualify for many Social programs before they get cut in 2006. You should really act now. I contacted a Senator in my state of Pennsylvania (Santorum) who Represents us in Washington on a Federal level Committee that I needed. Senator Spector Office has always been helpful to me when ever I contacted them about anything. Santorum's Office continues to send us back to our State Senator.

My State Senator (Anthony Williams) should hold a Federal appointment. His Office has helped us since 1999 with an on going matter. Laws need to change in Washington. When I need Washington, I contact Washington. The advertisement that our Federal Senator Santorum's office sent for Senator William's was very nice. The Disadvantaged: Elderly, sick, jobless, divorced, widowed, minimum wage earner, part time workers, temporary employed, seasonally employed, uninsured, under insured, unemployed and working full time jobs living in cars need help now. The Senate wants the disadvantaged to get America back on its feet with the passing of the MBNA bill. The bill is generated to protect the banks from bankruptcy claims. When the people were gainfully employed they entered into agreements based on their income. A current divorced women may have purchased a home with her husband. His income was included with that purchase. Now she is alone with the children and the marriage is over. The percentage of the homeless who are American families increases at an alarming rate. President Clinton during his administration was able to veto a similar bill. What will President Bush do? Write Washington!! 4/20/05 He signed the bill. Too late!

Tell your community. If you know of anyone who earns less then $100K  per year they could be effected by this bill in one way or another. Most people do not consider themselves  disadvantaged earning $90K per year. When disaster strikes the world can change in an instant. Joyce Meyers teaches to "Gain and Maintain". Many of those $100K people tried to gain. Several attempted to build new homes from scratch. One of the key paying members lost their employment. When they started the new project they were secure and employed. When you ask many of these same people now they are very unhappy. No one would like to be or plans to be bankrupt.

Insurance negotiations are different depending upon what you need to insure. Your zip code can change the terms of your negotiations. The same personal items are easy to insure in one State but more difficult in another. Where and how your possessions will be kept and the type of coverage that you are requesting will determine your insurance premium. The Insurance rules or lack there of pertain to all of us. Owners scramble for the best rates, packages and coverages to insure personal belongings. Many disadvantaged can not afford to pay for insurance. I see the results each day. When a disaster strikes you search for those policies to see how much protection you actually have paid for. You must be very careful with the insurance negotiations.

Automobile Insurance requires appropriate research. The television commercials are showing different companies with rates declining. You will save $300.00 when you sign with for example Single Excursion Insurance Company. The savings sound good but be very careful with what you are gaining and losing. Limited tort and Full tort are two different things ($). Uninsured and under insured changes will increase or decrease your insurance rates ($). Your credit score can change your premium ($). Please read my January 17, 2005 feature below. Personal injuries, property damages, lost wages, car rentals, death, towing, collision and liability insurance ($) may or may not be included within the insurance package. Each insurance company can be precisely different.

Did you know that if you chose not to pay for uninsured or under insured you will encounter a different situation if you are hit and run? The damages to your vehicle are your responsibility. Liability insurance only protects the other vehicle. Did you know that if you are hit in the rear and get hurt; with limited tort your options are limited? Have you written to the legislators requesting stronger penalties for uninsured and under insured motorist? When you registered your car with your State your vin number was placed on record. When you do not pay for insurance they will come take your car. Have you ever seen cars parked on the street with signs that say "waiting for tags"? Those cars have no insurance. Those cars will set there free and clear. Why didn't someone have a record of the VIN for the transaction? Your State will request your license plate for non-payment!

When was the last time that your family reviewed your insurance polices? Please, assist the Senior Citizens in your family and neighborhood with adequate insurance policy reviews. Set down with the Elders. Review their policies or lack there of for home owners, health, life and auto. Examine each policy line by line with them. When was the last time they had their roof coated or steps repaired? Are their banisters secured? Make sure that their insurance policies are current. A few weeks ago a client of mine found a Senior member of their family ill. The coverage was not adequate for the situation. When my grandmother was living she would have the finance but forget to pay the Insurance Company.

Many Senior Citizens have made no provisions for their obligations if something happens. I paid debts of a family member with my salary when they were unable to do so for themselves. Conducting business for someone else was difficult at first. The house sat empty for two years and insurance's, taxes, utilities and personal material considerations were maintained and paid. I examined the policies and made other substantial changes where I could. When you repair steps, sidewalks, a roof, secure the property, add a fire system and alarms can make the differences in an insurance policy.

You will hear a lot of talk about community revitalization programs. Time sensitive information often finds Community Nonprofit Activist. If it is not a part of their agenda they do not have the time to help the Community. Research and development on your own can open doors. You do not have to establish a non profit organization to help others. You will be blessed. You can share valuable information with members of your community at anytime with out a fee. There are many programs and the information is locatable. Everything will not apply for everyone. When I distribute blank forms I always ask the receiver, if you can not utilize this program form please share the information with someone who can. Someone always needs the information.

One of our local radio stations is paying bills for listeners during the month of March. The radio station acknowledges the financial problem within the community. Please write the Senators in your state who are on the Finance Committee. Remember their names when they are scheduled to be reelected. The policy changes are made in Washington. Everyone is not on the Internet and everyone does not watch the news. The Insurance, health coverage, finance and tax laws need to be reviewed to name a few.

Please contact the Congressmen in your state who are on the Insurance Committee. They are paid tax dollars. Please write the State Representatives who are on the Health Committee pertaining to the "Hospital Infections" link below. Our voices need to be heard. 2/21/05 Appropriate Energy ~ Theft by Utility Thieves  by P. Dabney

Why should you be aware of your utility usage? Energy theft effects everyone with increased utility rates. Many of you live in single homes. Consider it your civic duty to care about those who don’t live in single homes. The people who are effected live in a row home, apartment building or are in any way in a joint living condition with separate utility payments this message could apply to you. You do not want to falsely accuse the wrong people. Please remember that any and all results from an Energy Theft investigation MUST remain confidential, until or unless the case goes to trial, at which time it becomes public record. In other words, even if your report is valid, we cannot divulge any information to you unless you are directly involved. All information will be forwarded to the appropriate agency in the area where the situation is reported. Once this is done, how the information is used is up to that agency. Write your legislators on the Housing Committee and request a bill to cover these forms of extenuating conditions. No matter who you are reading this feature you vote and you have the power to express yourself.

Research shows that Energy Theft IS A CRIME. Energy Theft is also a public safety issue. Please read the true story at the end of this message concerning a USA Home Owner. Most instances discovered are real fire hazards to the innocent family members, friends, neighbors and perpetrators. These conditions can lead to property damage, personal injury, and even death. The wiring of older properties may only be 60 amps to 100 amps. The older wiring may not be strong enough to carry more then one home with full appliances. 60 - 100 amp wiring was basic with minimal electronic appliances years ago. The current homes have more video equipment, extra televisions, computers and other increased energy items.

When you see lights coming from a known abandoned property it is your obligation to report the information to your local utility company. When you see water running or smell cooking from abandoned buildings report it. Not reporting these infractions puts your other neighbors at risk. You can not assume that they know in your community. There are a team of unlicensed persons in most large cities who make these illegal utility connections for a fee.

The International Utilities Revenue Protection Association has taken a proactive stance on Energy Theft. Energy Theft is an International problem that effects everyone. Billions of dollars are stolen from Utilities annually. These costs are routinely passed along to customers who pay in the form of higher rates. True Story

This section of the feature is based on a USA Row Home Owner with a pending investigation. This Owner has a joint property with correct florescent lighting. All known measures to reduce utility charges have been attempted. For several months the home owner lived alone. Their neighbors were in transition and the property adjoining them was vacant. The occupants returned to their dwelling. The occupants installed new light filter devices at the windows: dark shades, trash bags and mini blinds. The  home owner noticed a considerable increase in utility bills. Crafty thieves know to cover their lighting usage. The trained eye knows to look for darkness with suspected homes. The thief actually becomes more obvious with this process. Primarily, the electric and water bills doubled. This increase had nothing to do with the utility companies. The utility company can see who is paying for their services and who isn’t.  The home owner’s life style had not changed and no rate increases were in effect at the time. The home owner operated the same appliances, alarm clocks, video games, televisions  and other electronic equipment.

The home owner initiated a records file and wrote down all of their habits. The home owner used timers for electric regulation. The home owner then recorded dates, times and frequent meter readings. The home owner’s utilities decreased when the neighbors vacated their property for a few weeks. The home owner knew that there was a confirmed connection. The home owner called in the local electric company. The electric inspector was focused on the USA row home owner’s connections and payments. With the home owner’s breakers off, the wheels on the electrical meter came to a complete stop. The inspector felt that USA row home owner meter was reading correctly. The electric company was satisfied with that and closed the investigation. The Inspector said that there was no way a thief could tap into USA row home owner wiring system and left. The Home owner turned off the water to make sure that the meter came to a complete stop.

A few days later, the home owner knew what to do. The home owner turned down the water pressure and left it there. The home owner turned on everything electric in the house. Next, the home owner turned off all of the power from the breakers box like the inspector did. The home owner studied their own electric system by turning on one switch at a time. This showed the home owner what was connected to which switch. The home owner made a utility list. The home owner experienced a decrease in water and the electric bill. When you suspect a utility thief turn off the utility while you are away. Many alarm system come with a back up battery that will work for several days without power. Ask your security representative.

A few days later, the home owner heard knocking and banging on all of the walls throughout the house. The thieves were actually trying to see what else they could connect to. The home owners family didn’t understand. The breaker changes were made to protect them from the thieves and fire hazards. The thieves were persistent because they wanted electricity without paying for it. You have to be very careful lodging complaints against people bold like this. Think one step ahead.

Thieves like this are dangerous and will be caught. A representative suggested a company that can exray the walls. You will have a fee to pay for the service and it will help you gather the evidence you need to defeat the perpetratorThis procedure will show where the illegal connection has taken place. The company will take pictures and document all spliced wires as evidence for you to take to court. You will be able to prove your case with this evidence. A certified electrician can acquire the same results for a fee. It takes time to document this information no matter which way you choose. Please be careful. If the perpetrators disconnect during the investigation it can still be proven where your wires were tampered with.

Did you vote? The elections are over. No matter who voted for whom, the truth will come to light. Are you happy with your selections so far? The budget plans are being revealed.  The budget is composed of pages of documents. Each section of the budget plan is restricted for that purpose. Each Department has a separate budget plan: Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing & Urban Development,  Interior, Justice, Labor, State and International, Transportation,  Treasury, Social Security, Small Business and a few others. This focus is on the benefits of the proposal. I will continue to monitor the changes within our community.
 
How is your community effected by your States budget changes? How will your community and  your life be effected by the Federal changes? The Department of Commerce (census) is where I began my research. People are moving. Many remain within the same state, while others relocate to different states. The budget plan follows the people according to the numbers. In my last feature, I stated that we have less people in the city of Philadelphia. Our budget from the State and the Government will not be the same. The Elected Officials in our area will vote on the proposed Federal budget for us. President Bush earned a bachelor's degree from Yale University in 1968. He received a Master of Business Administration from Harvard Business School in 1975. The  education he acquired will be utilized during his term as President. The proposed budge reflects those skills. The President is a high ranking Official. He is under the shadow of the Almighty with our best interest at heart. You and your budget. Who controls the spending for your family? Are you happy with the budget plan? Would you like to make changes? Have you learned how to save on your energy cost? What type of light bulb are you using? Are you using timers for when you fall asleep with everything on? Have your dietary needs changed? Are you spending more on groceries? Are you using coupons? Yes, our Business Systems Analysis course was very interesting.
 
Social Security always requires attention with three major programs: Old age and  survivors; disability and SSI. The Medicare Prescription Drug Improvement and Modernization Act of 2003 includes a major role for SSA in administering the new Medicare prescription drug benefit. Starting in the summer of 2005, SSA will determine whether Social Security and Medicare beneficiaries are eligible for the additional low-income prescription drug assistance that is part of the drug benefit. As a Senior Citizen Liaison, I printed out the entire list. Then distributed the list to the Seniors in our area. I asked them to make phone calls. The program will save some people hundreds of dollars each month for their prescription drugs. I ask each Senior if you can not utilize this information to pass it on to someone who can. Everyone is not on the Internet and information must be shared. 
 
The Health Insurance Tax Credit is designed to allow families to purchase their own health insurance with the tax credit. The Cover the Kids health care coverage through Medicaid and the State Children’s Health Insurance Program (SCHIP), should be renovated on the state level. Our research shows that many of the children eligible for these programs have completed the applications to enroll. Some, State offices are not complying to Federal Regulations. The 2006 Budget proposes Cover the Kids, a national outreach campaign that will provide $1 billion in grants over two years. Combining the resources of the Federal government, States, schools, and community organizations is a good initiative if the State will comply with Federal regulations. Cover the Kids aims to enroll as many Medicaid- and SCHIP-eligible children as possible. The Government has given the money to the State. If a State has it's own agenda the children will not be insured.  
 
The federal budget appears to be converting. Preferential funding will be allocated to a new high school initiative to extend No Child Left Behind (NCLB). The increased dividends go into the upper grades through improved accountability. Effective interventions to help at-risk youth complete high school successfully and through testing in grades 9–11. A decrease in funding for programs devoted to high school drop outs. Another Social Program change effects a decreased budget for after school events. While the increase has been dedicated to the after school tutoring programs to ensure that all grade levels become proficient in reading and math.  
 
Evaluating the changes in the budget will require time, balance and patience. This procedure can not be compiled with premature totals and conjectures. Increased reading and analysis of the budget are required. Each area of the budget has equally important changes. The differentiating of the budget needs to address the separate issues. Jan 17, 2005 Credit Reporting Agencies by P. Dabney It has been reported that more then 3,000,000 Americans have lost their jobs in the past two years. It is very painful to lose employment no matter what the circumstances are. Losing gainful employment will effect the credit report, in time. The credit bureaus are compromised of information from different entities pertaining to the financial aspects of life. To insure your financial image investigate your credit report file.

What if the life style you have become accustom to is shattered due to lack of a particular income? The City of Philadelphia has employees effected by a lay off. Philadelphia has lost more then 70,000 people moving to other cities in the past 10 years. Less residents in the city requires less employees to maintain the city. Many of the city employed persons had a certain life style established. How many of them were prepared? Will you wait until a lay off to look into your credit reports? What will you do?

Inaugurate a credit bureau investigation. When reviewing a credit report there are many things to think about. The correct spelling of your name, addresses and basic information will determine your credit report and rating score. People with similar names have received conflicting and connecting credit reports. The credit bureaus are compromised of information from different financial entities. The most common are banks, insurance companies and any other creditors. Keep in mind that different reporting agencies will not have the same information. Furthermore, all credit reporting information will not be correct.

Contact all of the credit reporting agencies. If you are able to include the requested fee  for each you will normally receive a faster reply. Wait a few weeks then compare all of the reports. Each situation is different. For example you may have fully paid all of your debts. The three credit reporting agencies may not agree. In 1999, you paid off Etiquette Example. Two credit reports may show the debt as paid while the third report may show that you have a balance due. You will need to update this matter.

Elected Officials have provided different levels of power to financial institutions and reporting agencies. How many agencies have seen your credit reports? There are some Agencies and Organizations requesting copies of credit reports. Many do not have rights to the information on those reports. Which Senators in your State are responsible for Banking issues? How have these Elected Officials voted concerning banking issues? Knowledge is power. What Committees are your Elected Officials on? Knowing this information will prove to be very beneficial . You will also learn that an Elected Officials you need may be out of your voting area. Be professional when contacting officials out of your voting area. Explain that you are contacting them because they are on XYZ Committee that you need.

Elected Officials have given creditors the right to alter a credit report on file. What changes can you make to your own credit report? The consumers have a few lines of defense. We have included consumer information on the Communication page of this web site for your convenience. I will continue to add helpful information. Inaccurate information on a credit report can cause obstacles. When you need to dispute a problem it can be accomplished but may also be time consuming.

Creditors can also select an option called a charge off. A charged off account indicates that the creditor has tired of attempting to collect this debt from the debtor. The creditor then accepts a deduction on their taxes for the debt. The creditor further reports the debt as a loss then charges off the account. The account of charge off goes against the creditors income for tax purposes. Charged off accounts remain dormant on the credit report for 7 years. Elected Officials have voted to give Financial Collection Agencies permission to search credit reports for charged off accounts. When a charge off is located by the Finance Company their commission is then added and they pursue the debt as an active account. The account is reactivated on the credit report with a new debt amount. The credit report will then show two amounts: the charge off and the original debt. It appears as two different debts.

Many people are quick to judge. (MT 7:1 Judge not, that ye be not judged.) Employed persons will not sympathize with unemployed situations at all. Some employed persons will make comments like, "He / She could get a job at McDonald’s". McDonald’s is very selective if you do not have restaurant, fast food or short order experience. The most educated people in your life may not have common sense. These same people will say "well you should have paid your bills". When you were gainfully employed you paid your bills and that is why you were given credit in the first place. Be assured that You are qualified to make real life decisions pertaining to yourself. When you are not able to do so ask GOD.
